Fresh accounts die on this PC and work on a laptop. Is that HWID?

Question

Two PCs. New accounts fail on the desktop and play on the laptop. I already own the cheat month.

Is the HWID spoofer for the desktop, or do I need the UGC appeal workspace instead?

If a new account fails on one machine and works on another, that pattern is the hardware-ID case the spoofer is for. UGC is the appeal workspace for the account itself. The spoofer does not undo an account-only restriction, and it is not included with the cheat key.
